exhibiting extreme enthusiasm or agitation. The colourful phrase is heard partic-ularly in armed-forces' usage and probably evokes the squawking of a fran-tic bird. It is one of many bird-related images in colloquial speech, such as drop off the twig/'perch' and 'sick as a parrot'.
